This situation indicates that the number of a case where the old-fashioned or common approach fails clearing a problem has increased owing to the recent radical social evolution. A target of the social work and the needs from the target has changed and as a result, the social welfare has transformed into a system for any member in the society. At school education, the school management is still in the same old system and is not following the current social trend which is attaching greater importance on productivity and profit. This discrepancy easily causes children's non-attendance, staying indoors, bullying, delinquency or apathy syndrome. Although being capable for discerning the relationship between a child and environment, whether a present social worker is skillful in solving the school problem is skeptical.
