To be sure, among advanced nations, the ratio of women’s labor force of Japan is low. Especially, female labor participation ratio by age group forms an M shape with the thirties at the bottom. Women in their thirties are looking after their children. A main cause of their low labor force participation is the shortage of day-care centers for small children. To overcome this, the Abe Cabinet decided to reduce the number of children waiting for day-care centers for small children. The female labor participation rate has risen along with an economic trend towards service economy. It is because the demand for women’s labor force has increased with expansion of the service industry. The productivity of service industry is relatively low and its wages are lowerpaying. It can be said that the increase in the demand for women’s labor force has increased the number of cheap laborers.
