It was founded by Jewish woman Jella Lepman in the immediate aftermath of World War II, who put out a call for books to provide spiritual nourishment for children. This study will examine Lepman’s ideal, as articulated mainly in her autobiography and passed down until today that “international understanding through books for children will build bridges of peace across borders throughout the world.” This study recalls the 70 years of the history of Japan since the end of World War II and offers a guide showing the power of books in sustaining the children suffering from crisis or disaster in various parts of the world.\n Echoing Lepman’s ideal, Tordis Ørjasæter established the IBBY Documentation Centre of Books for Disabled Young People in 1985 to promote participation in society by children with disabilities through books and the shift from a divided to an integrated and inclusive society. Her report written for UNESCO in 1981 (The Role of Children’s Books in Integrating Handicapped Children into Everyday Life (No. 1 in UNESCO’s Studies on Books and Reading Series) became the bible for those seeking to create an inclusive world of books for children with disabilities.\n The author of this study has been active for twelve years in organizing the tours around Japan of the “Barrier-free Picture Books from Around the World: Books Recommended by the IBBY Documentation Centre of Books for Young People with Disabilities,” and these exhibitions have been held at more than 150 locations.
