The present paper aimed to expose how they could collaborate effectively and sustainable beyond the student’s mere thought and temporary enlivening. This study detailed specifically a collaborative process to make an original karuta as a unique communication tool for multi-generation exchange in local area, which has been kept in three years in good cooperation and a lot of creativities. And then it analyzed the reason why the project kept going by the theory of four categories within the framework of the creative milieu concept of a creative city.
