Chapter 4 of the Guideline stipulates the objectives and contents of \"Foreign Language Activities\" as compulsory subjects which should be taught for two years from the fifth grade to the sixth grade at elementary school. Yet, public discussion of \"Foreign Language Activities\" as compulsory subjects started 23 years ago. Even now there still seem some issues to be discussed because of the vague status of \"Foreign Language Activities\" (MEXT's \"foreign Language\" is supposed to be basically English rather than other foreign languages.). This paper aims to clarify several issues involved in the \"Foreign Language Activities\" of the New Courses of Study in elementary education.
