The reason is that the supply side was not able to expand the production of services while the consumptive demand has changed from the goods to services. If the inefficiency of the market is the reason, and the traditional regulations cause inefficiency, it is necessary to remove them by market liberalization. This is a reason why the government is advancing structural reform. Economic liberalization might improve efficiency and increase the income. However, whose purse does the increasing income enter?
